Maybe as you move through the levels, you are faced with new fish with different methods to slay thee. Like perhaps one that circles around the level and is unpredictable, or maybe a swordfish that moves incredibly fast. Jellyfish that wade up and down the water perhaps that come in swarms.
Also for level designs, you could end up in the bottom of the ocean where its much darker, and there are geysers that spew ash and lava. Football fish could be passing through with the lights over their heads that provide your only light source.
I tried.
My advice is to look up different fish and see all the tacky things they can do, that provides good ideas.

Yeah I've actually jotted down the deep dark one already, and a fast with was noted as well. :) But swordfish and football fish sounds fresh...

It's hard to think of levels if you don't really know what the game really is about. And it'll be hard to keep the player interested for 60 levels, when the game really only has those features you mentioned.
Haha yeah, I think I forgot to tell, but the plot is basically that the yellow fish is searching for his family. He swims through the pacific.
And yeah, all levels will certainly not be about dodging, I'll be adding new features and gameplay tweaks. Just adding more/new/faster/different fishes is boring.

how about some sort of bonus level(s) where you get some sort of invinciblity powerup and you have to kill a certain amount of blue fish? kinda like pac-man's powerpills?
and maybe boats that if you come to close to them they suck you into the rudders and you die or something?

When I was making a fish game (I'm not anymore) I asked this same question to a message board. My good friend Shark suggested this to me:
"Make a water level."

Final Level idea: Oil spills into the water wiping out all life in the water. Fish must dodge ever growing oilslick to survive, while also dodging the other fish as well.
Maybe add a squid level, where the of course, you have to avoid them as well, but they also shoot ink, hindering your movement temporarily.
